Carrying out the internal review of GHG data collection and GHG inventory building procedure of a large oil and gas company in Romania and preparing a guideline for improving data quality management for the GHG inventory of the company. The assignment included review of the procedures and data gathering, aggregation practices at site level, at the level of EHS department, the projects and exploitation departments, including reporting to international corporate level of the company. The guidelines were also presented and discussed in the form of a training at the end of the assignment.

Maldives accumulated a wealth of knowledge and expertise in the climate domain. Through various initiatives the government attained a clear assessment of the challenges posed by climate change and also identified the measures needed to address these challenges. However, implementation has been lagging partly due to lack of linkages with national development plans and international financial instruments. The National Economic, Environment and Development Studies (NEEDS) for Climate Change project aims to identify the financing needs in order to implement adaptation and mitigation measures. It will also identify the linkages with financial and regulatory instruments that will support the implementation of these measures. The NEEDS initiative helps identifying how to finance the Maldivian vision and it will be critical in integrating climate change priorities into the eighth National Development Plan, which is scheduled to be developed in 2010. NEEDS relies on stakeholder consultations, existing policy documents and studies from the Maldives and international reference documents. Our main tasks were:

- Priorities and costing of mitigation of climate change in the short, medium and long term

CCLow carbon policy tracker for Europe
The goal of the project was to evaluate the level of development and implementation of European directives and national legislation regarding climate change in Romania. Our task was to provide an overview of and an assessment of the different policies of EU member states that affect GHG emissions, to contribute to the national, EU-wide and international policy debate. The model used by us was applied to 15 member states and for an additional 12 countries a simplified method was applied. We have analysed the climate policies in all policy areas that influence emissions. Policies on renewable energy and energy efficiency were considered separately in more detail. The analysis was performed for individual sectors: energy production, industry, buildings, transport, agriculture and forestry.

IFC Recycling Linkages program was implemented in South East Europe during the course of three years, working with recycling businesses of all sizes along the supply chain, from individual collectors to large processing mills as well as government agencies and NGOs. The goal of the assessment was to capture the development impact of the project in terms of benefits to the recycling businesses, growth in investment, Millennium Development Goals and GHG emission reduction. Based on the project experience a project model was built by the project team with the purpose of implementing similar interventions elsewhere in the world.

Green Partners signed a cooperation contract with UTB Envirotec Kft, Hungary for developing projects in Romania in the field of waste water treatment and co-generation systems from biogas. Our co-generation systems were best applied to farms that have a problem with manure management, sludge and other wastes from slaughterhouse. Green Partners has done a market research, establish contact with farms in the region and facilitate communication with possible clients. We contacted Ave Impex - poultry farm from Satu Mare, which is our most potential beneficiary. We conducted negotiations, assisted the UTB experts for preparing the technical offer and prepared the project for subsidy proposal. Coordination and project management were also Green Partner’s tasks.

The workshop will touch uncovered ground of the CWG in terms of geography and income level: Central Asia. Waste Governance project was financed by the European Union via ENPI East programme and had the purpose of improving the management of waste by promoting higher standards for waste facilities, more effective waste prevention initiatives, increased capacities for waste collection and sorting, as well as increasing reuse, recovery, and safe disposal of waste in Eastern European Countries (former Soviet countries). Green Partners was sub-contracted by WasteAware – a member of the project’s consortium – for project implementation support. The task was “Developing a User Pays Framework for Island Waste Management” in the Maldives, a part of the Maldives Environmental Management Project that relates to modernizing waste management in the North Province of the Maldives. The scope of the specific assignment was to develop a User Pays Framework for island waste management that allows for maximum cost recovery while taking into account affordability and ensuring the desired level of services, based on a policy that everything that can be managed on the islands should be managed on the islands. The User Pays Framework Model consists of the final report, a set of excel based economic models for fee setting, a guideline for using the excel models, and a board game to be used as a communication tool with the island communities. The User Pay Framework was developed in preparation for the upcoming 13 million USD investment for modernizing Waste Management in the Northern Province of the Maldives.

Green Partners was contracted to analyze the legal, technical and economic aspects of waste disposal and operation of the EU standard landfill at Piatra Neamt. Piatra Neamt was the first implemented ISPA project in waste management in Romania. The tasks of Green Partners included analyses of contracts, technical offers and prevailing legislation, conducting interviews with stakeholders, technical site visit at the landfill, writing and presenting the study to stakeholders and facilitating stakeholder communication.

International conference for sustainable waste management in Romania. The aim of the conference was to start a dialogue and a debate on the role of the informal sector in the solid waste management in Romania and the challenges they face in the process of modernization. The formal sector was represented by the waste management companies which are operating nowadays in Romania, while the informal sector was represented by the persons or groups which are working next to the formal sector for selective waste collection, recycling or any other activity related to waste management. Besides these, an important group of stakeholders was represented by the policy makers and the waste management planners, such as: the Romanian Ministry of Environment and Sustainable Development, the County Councils of Romania and the Local Councils.

The purpose of the assignment was to write a “Thematic Evaluation” report for Romania on how best to address the exploitation of children in the sector of waste management. The report identified and critically assessed what was learned about scavenging and about various approaches to addressing the problem of child labour in relation to scavenging. Research methods included the review of project reports, interviews, and questionnaires with scavengers and project staff. The goal of the project was to evaluate the level of development and implementation of European directives and national legislation regarding climate change in Romania. Our task was to provide an overview of and an assessment of the different policies of EU member states that affect GHG emissions, to contribute to the national, EU-wide and international policy debate. The model used by us was applied to 15 member states and for an additional 12 countries a simplified method was applied. We have analysed the climate policies in all policy areas that influence emissions. Policies on renewable energy and energy efficiency were considered separately in more detail. The analysis was performed for individual sectors: energy production, industry, buildings, transport, agriculture and forestry.

International conference for sustainable waste management in Romania. The aim of the conference was to start a dialogue and a debate on the role of the informal sector in the solid waste management in Romania and the challenges they face in the process of modernization. The formal sector was represented by the waste management companies which are operating nowadays in Romania, while the informal sector was represented by the persons or groups which are working next to the formal sector for selective waste collection, recycling or any other activity related to waste management. The project had the aim of the development of a tailor made Sustainable Society Index, SSI, for Romania. The results were published, both in Romanian and in English. Through presentations, workshops and individual coaching, organizations and authorities were stimulated and supported to use the SSI. Besides developing the SSI on a national level, the index is serviceable for regional use. So each region in Romania is able to use its own index. The project has been initiated by the Sustainable Society Foundation and realized by two Romanian consultancy firms: VeraNatura and Green Partners, in close cooperation with NCSD, the National Center for Sustainable Development in Bucharest. Identifying non-cost barriers to renewable – a study on Romania
Green Partners was contracted to develop a study on Romania’s non cost barriers regarding the implememtation of renewable energy projects. Green Partners signed a cooperation contract with UTB Envirotec Kft, Hungary for developing projects in Romania in the field of waste water treatment and co-generation systems from biogas. Our co-generation systems were best applied to farms that have a problem with manure management, sludge and other wastes from slaughterhouse. Green Partners has done a market research, establish contact with farms in the region and facilitate communication with possible clients. We contacted Ave Impex - poultry farm from Satu Mare, which is our most potential beneficiary. We conducted negotiations, assisted the UTB experts for preparing the technical offer and prepared the project for subsidy proposal. Coordination and project management were also Green Partner’s tasks.
